AI has become pretty good at sounding empathetic. But there’s a fundamental difference between performing empathy and actually understanding someone’s situation.
For people working in housing, education, and community services, that difference is everything.

If you’re using AI to draft most of your communications, you’ve probably developed a blind spot without realising. Because when you read AI-generated content every day, it starts to sound normal – it’s good enough; it’ll do. The ever-so-slightly generic reassurances, the competent-but-distant tone, and the tendency to explain, not connect: all the little niggles stop registering as problems, and the impersonal becomes your new normal.
But your residents, parents, and service users? They haven’t developed that tolerance. So they can probably feel something’s off, even if they can’t quite put their finger on what. The content is super accurate and very professional, but without a bit of human warmth, it’s only going to create distance when it should be building trust.
It’s not that AI-generated communications are terrible. It’s that they’re *good enough*. Polished enough to get approved, informative enough to answer questions, and empathetic enough to pass a quick review. But “good enough” content in high-stakes comm isn’t neutral; it won’t just tide you over long enough to tick those boxes you’ve been tasked with. It will actively build barriers between you and the people who need to trust you.
And if you’re immersed in AI-generated content, you might not even notice it’s happening.
The Science of Trust and Empathy
- Competence: “Do they know what they’re doing?”
- Benevolence: “Do they care about my wellbeing?”
- Integrity: “Will they do what they say they’ll do?”
AI can absolutely demonstrate competence through information. But benevolence and integrity? Those require genuine understanding and human judgement. AI is no match for us here.
We’ve known since Carl Rogers’ research in the 1950s that perceived empathy matters more to outcomes than the helper’s techniques or approach (Rogers, 1957). In simple terms: people don’t care how much you know until they know how much you care.
Rogers distinguished between three types of empathy:
- Cognitive empathy: Understanding someone’s perspective intellectually
- Affective empathy: Feeling emotional connection with someone’s situation
- Empathic concern: Being motivated to help based on that understanding
Again, when given the right prompts, AI can trigger cognitive empathy reasonably well. But empathy and concern? The only prompts that can authentically respond to those are from human experience.
Where the Gap Shows: Reading What Someone Isn’t Saying
The Third Email: A Social Housing Scenario
Sharon emails at 10:47pm on a Tuesday: “Hi, I’m just checking on my repair request from last month about the leak in the bathroom ceiling.”
That’s it. Polite, brief, neutral.
An AI drafts a response: “Thank you for your enquiry. We have located your repair request reference REF2847 logged on March 3rd. This has been assigned to our contractor and is scheduled within our standard timeframe of 8-12 weeks for non-emergency repairs. We appreciate your patience.”
Technically accurate. Professionally worded. Completely missing what’s actually happening.
Because here’s what a human communications officer notices when they check the account:
This is Sharon’s third email about the same issue. The first one, five weeks ago, was apologetic: “Sorry to bother you, but…” The second one, two weeks ago, was more detailed, mentioning her daughter’s asthma. This one, sent late at night, has been stripped back to the bare minimum. The punctuation is perfect. The tone is carefully neutral.
Sharon has learnt something: being emotional doesn’t help. Being detailed doesn’t help. Being reasonable and patient doesn’t help either. So now she’s just… checking. Again. At 10:47pm, probably lying in bed, probably wondering if she should even bother.
The leak isn’t an emergency by the council’s definition. But Sharon is lying in bed at night composing emails about it. That’s a different kind of emergency.
A human response doesn’t just answer the query: “Sharon, I can see you’ve been waiting five weeks now and you’ve had to chase this three times, which isn’t acceptable. The leak is with our contractor for Thursday morning, and I’ve flagged it for a follow-up call to check it’s sorted. Here’s my direct number if Thursday doesn’t happen. I’m sorry you’ve had to push this hard.”
It acknowledges the pattern. It shows someone actually looked. It gives specific information and takes personal accountability. It says: I see you’ve been patient, and that patience hasn’t been rewarded, and that’s on us.
The Question Behind the Question: An Education Scenario
“What qualifications will my child get?”
The parent asking this is standing in your office doorway, not quite stepping in. It’s April. Year 9 options evening happened three weeks ago, and this appointment was booked as a “quick follow-up chat.”
An AI would give you the qualification framework: “Students following the supported pathway can achieve entry-level qualifications in English and Maths, alongside vocational qualifications in areas such as…”
Accurate, comprehensive, useless.
Because if you’re actually listening, here’s what you hear:
The parent is holding a printout from the options evening, slightly crumpled. They’ve highlighted several sections, but none of the highlighting makes sense – random sentences, not key information. They’re not making eye contact. And that question – “What qualifications will my child get?” – is using future tense like they’re asking about the weather.
What they’re actually asking is: Is my child’s future already decided? Have we already failed? Will they be able to get a job? Did I do something wrong? Are you going to tell me to lower my expectations?
They’re asking this in April because they’ve been thinking about it since the options evening in March. They didn’t ask there because there were other parents around. They’re asking now because they’ve been lying awake at 3am working up the courage.
The AI sees a query about qualification pathways. The human sees a parent who has been carrying dread around for three weeks and has finally, carefully, asked for help.
So you don’t launch into the qualification framework. You say: “Can I show you something?” And you pull up the progression routes from entry level – the apprenticeships, the college courses, the actual jobs that local employers are recruiting for. You show them last year’s cohort. You talk about Aisha, who’s working at the veterinary practice, and Josh, who’s at catering college.
Then you say, “These pathways aren’t about lowering expectations. They’re building skills your child can actually use. But I think you’re worried about something specific. Am I right?”
And then they tell you. It’s usually about one of three things: employability, social perception, or guilt about whether they pushed for the SEND assessment too late or not hard enough. But you can’t address any of that until you’ve heard the question underneath the question.
Emotional Intelligence: Meeting People Where They Are
There’s well-established psychology behind why this matters. When someone’s stressed (the Yerkes-Dodson effect, 1908) their ability to process complex information drops significantly.
So that detailed explanation you’ve carefully written? It might as well be in another language if someone’s in crisis mode.
Reading the Room (or the Phone Call): A VCSE Scenario
The debt advice line rings at 2:15pm on a Thursday. Martin sounds calm, measured, almost businesslike: “Hi, I was wondering if I could get some information about debt management options.”
You have an excellent information pack. Six pages, clearly structured, covering everything from breathing space to debt relief orders. An AI would either email it over or talk him through it section by section.
But you’ve been doing this for eleven years, and something’s off.
Martin’s voice is too steady. He’s using formal language: “wondering if I could get some information” rather than “I need help.” And he called at 2:15pm – not morning (would have to take time off work), not evening (when most people call), but that specific slice of afternoon that suggests he’s on a lunch break, sitting in his car, having rehearsed this conversation.
So you don’t launch into the information pack. You say: “Of course, I can help with that. Can I ask – is this something you’re dealing with right now, or are you looking at options for the future?”
“Right now,” he says. Still steady. “I’ve got about £18,000 across three credit cards and a loan. I’ve been managing the payments but…” He trails off.
“But something’s changed,” you finish.
And then it comes out: redundancy consultation started last week. He might have three months, might have less. He’s been Googling at night. His partner doesn’t know how bad it is because he kept thinking he could fix it. He called on his lunch break because he can’t make this call from home.
If you’d sent him the information pack, he’d have looked at page one, felt overwhelmed, and done nothing. If you’d started with “first, let’s look at breathing space applications,” he’d have felt like you weren’t listening to the actual crisis, which is that his income might disappear before he can implement any solution.
What he needs right now isn’t comprehensive information. It’s: “Okay, Martin, here’s what we’re going to do in the next 48 hours…” Not the whole roadmap. Just the next two steps. Because he’s not in processing mode. He’s in crisis mode, sitting in his car on a Thursday afternoon, finally asking for help.
The information pack can come later. Right now, he needs to know someone’s in this with him and there’s an actual plan starting today, not a theoretical framework.
AI would deliver the information consistently. A human adapts the response to where someone actually is emotionally, not where the process assumes they should be.
This is why the Transtheoretical Model of behaviour change matters for communications (Prochaska & DiClemente, 1983). People move through stages (precontemplation, contemplation, preparation, action, maintenance) and they need different communications at each stage.
AI can learn these stages theoretically, but recognising which stage someone’s actually in? That takes human judgement.
Trust Signals: Showing You Care, Not Just Saying It
Rachel Botsman’s research on trust shows something crucial: people don’t really trust institutions anymore, but they do trust each other (Botsman, 2017). Which means organisations need to communicate more like trustworthy humans and less like policies made into prose.
Botsman calls this “distributed trust”, and it’s built through consistent, authentic actions, not just saying the right words.
What These Scenarios Tell Us
Notice what’s consistent across all three:
The words people use tell you what they’re asking. The context tells you what they need. And those two things are almost never the same.
AI can be optimised to answer questions with pinpoint accuracy. But humans optimise for solving the actual problem, which usually isn’t the one being asked out loud.
This matters because when someone’s stressed, whether about a leak that won’t get fixed, a child’s future, or looming financial disaster, their ability to process complex information drops significantly. That detailed explanation you’ve carefully written might as well be in another language if someone’s in crisis mode.
And trust? That develops through three things: competence (do they know what they’re doing?), benevolence (do they care about my wellbeing?), and integrity (will they do what they say?). AI can demonstrate competence through information. But benevolence and integrity require genuine understanding and human judgement.
So What Does This Mean in Practice?
AI isn’t the enemy here. Used well, it can help you work more efficiently.
- First drafts: Let AI create the structure, then adapt it for the actual person and situation
- Pattern spotting: Use AI to flag accounts with multiple contacts about the same issue (like Sharon’s three emails)
- Routine queries: Let AI handle straightforward questions that don’t require judgement
- Time-saving: Use AI for the mechanical bits so you can spend time on the complex human stuff
But here’s what you can’t delegate:
- Reading between the lines: Spotting that the third email is different from the first two
- Emotional calibration: Recognising when someone needs reassurance, not information
- Accountability: Putting your name and direct number on a response
- Pattern recognition: Understanding that 10:47pm emails and 2:15pm phone calls mean something
The Test: Would This Build Trust or Just Tick a Box?
Does this show I’ve actually looked at their situation? (Not just their query, but the pattern around it)
Does this acknowledge what they’ve already been through? (The waiting, the chasing, the courage it took to ask)
Does this give them something concrete? (A specific action, a name, a timeline they can hold onto)
Does this treat them like a person I’m accountable to? (Not a reference number, not a category, not a demographic)
If the answer to any of these is no, it doesn’t matter how well-written it is.
It’s just performing empathy, not demonstrating it.
Why This Matters Now
People don’t really trust institutions anymore. But they do trust each other.
Which means organisations need to communicate more like trustworthy humans and less like policies made into prose.
AI will never replace human communication, but it will make us lazy; we’ll accept “good enough” as the standard, we’ll stop noticing when something’s missing, and we’ll forget how to read what someone isn’t saying.
Because Sharon at 10:47pm, that parent in your doorway, and Martin in his car, they’re not asking for perfect communications. They’re asking for evidence that someone’s actually paying attention.
And AI, for all its capabilities, still can’t do that.
